There's a little glitch happening in Pokemon Go right now regarding Turtwig. When players encounter the Pokémon, some players have reported an error in their app, or when they go to see one, it looks as if they have never seen one before in the game. Although there is problems, there are a handful of reasons why this could be happening. Here is a brief analysis of what is happening in Pokemon Go.

So what's going on with some of the current crashes in Pokemon Go? Players signal that they will go out and encounter Turtwig on their map. However, when they do, they cannot install Turtwig in their PokeDex and they cannot capture the Pokémon. When they approach her on their map and try to meet her, the app crashes. Some players would have the screen completely blue, others a white screen and the app crashed and had to restart.
This error came after the recent update regarding the new lineup of Pokemon Go's Team Rocket line-up. Team Rocket now has a Shadow Turtwig, and Trainers have the option to choose whether to save the Pokemon or keep the shadow-like creature on their roster. Anyway, the recent update prevents many players from encountering and capturing these Turtwigs.
The question could also be referring to the new Turtwig due out on September 15, for the official Turtwig Community Day in Pokemon Go. The Community Day will allow trainers to capture the grass-type Pokemon with a brand new skill that he normally wouldn't, for a limited time. The two could be related, as Pokemon Go players had the same issue with Ralts when he was added to Team Rocket's shadow team and then his Community Day was a few weeks later.
Unfortunately, there is no immediate solution to the error. Players have the option of restarting their app or avoiding the Turtwig trouble altogether. Turtwig might be best avoided until Pokemon Go's developers, Niantic, can patch a solution.
This issue should be resolved before Turtwig Community Day on September 15th, as this was happening before. Players will need to remain patient until Niantic can take care of this.
