Motisma's Location
Rotom is a rare encounter located in the Wild Area. Weather plays a very important role in getting Rotom - you need it rain or thunder. Head to Lake Outrage and surf with your Rotom bike. Soon you will see land with a patch of grass with a den. There are other Pokémon types, including Squidward and Tarenbubble, here. Rotom will have an afterlife sprite, and once you see it, go ahead and run for it.
Rotom catalog location
To find the Rotom catalog, you must have access to Wyndon. At the Pokemon Center, walk or bike to the right, where there will be many townhouses. Keep going up until you see the penultimate house and enter it. You will see a League staff member. Talk to him and he'll tell you how Rotom likes to get into different engines. You will have the chance to fight it. Say yes and you will start the battle against his three rotoms. They're at level 30, and the shapes you'll be fighting are the Lawn Mower, Washing Machine, and Microwave Oven.
Change form
After defeating the league staff member, he will give you the Rotom catalog. After capturing a Rotom, you are free to change the forms of your Rotom, whether for fun or for combat.
