If you're trying to farm orokin cells in Warframe, the best places to start are missions on Saturn and Ceres. However, you will have to choose a specific selection of mission types.
The first is an assassination mission called Tethys, where you will have to kill a boss called General Sargas Ruk. Killing this boss will reward you with the orokin cells you seek, as well as the possibility of cells dropping from normal enemies during the mission.
Another similar mission would be the Helene mission, where you will have to kill another boss called Sargus Ruk. This mission also has a high chance of dropping cells, so we highly recommend farming it repeatedly.

Beyond boss missions, players have a huge number of options for farming orokin cells. For example, Gabii on Ceres is a particularly good location for farming due to the mission being a dark sector, which means rare resources have a higher chance of dropping.
The Semieni missions to Ceres and Piscinas to Saturn are also all in a similar boat. While both are Dark Sector missions, so we recommend farming them all to also gain the Cells as drops from enemies.
That being said, farming the missions listed above should be enough to get you a steady stream of orokin cells. But if you are having trouble with farming, we also recommend you to farm the following missions below.
