In Final Fantasy XIV, Expert Roulette is one of the Daily Roulettes that appear on the Duty Finder. However, you may find that this very lucrative service roulette is locked behind a padlock or not visible at all.
To unlock Expert Roulette, you must first complete Endwalker's Main Story Quest (MSQ). Then you need to unlock the two additional level 90 non-story dungeons, Smileton and The Stigma Dreamscape.

Once you have completed all these steps, you will be able to unlock Expert Roulette. To participate in Expert Roulette, you must be level 90 of your currently equipped class. You'll also need an average item level of 540. In Endwalker currently, that means at least equipping the level 89 free gear you receive during MSQ.
As more patches and dungeons are released in Endwalker, Expert Roulette may once again become unselectable. This is because you will always need to have completed all of the last dungeons at least once to queue up in Expert Roulette. The required item level will also increase based on thresholds for new dungeons.
Completing Expert Roulette nets 80 of the Newest Tombstones (currently Allagan Tombstones of Aphorism) and 7 Gold as a base reward. Completing it for the first time in a day will bring a significant bonus to that. You may also receive additional Tome Stones as a reward for your duty.
Expert Roulette usually only includes the top three and most recent dungeons as possible tasks. As dungeons are released, an additional duty caster titled Level 90 Dungeons will be released.
