To get smooth stone in Minecraft, you'll need to make it into regular stone, which you'll need to mine from cobblestone to craft through an in-game oven.
Start by crafting a pickaxe of any type, from a wooden pickaxe to a stone or diamond pickaxe. You can make a pickaxe using the pattern below, this also works for all variations of the pickaxe in the game.
Once you've made your pickaxe, take it, then find some stone underground or in a cave and mine it. This will net you cobblestones, so keep mining stone until you have around 64 blocks in total.

When you reach a full stack of cobblestones, return to your base and throw all the stones into a furnace with fuel such as coal or charcoal. If you don't have an oven, you can make one using the template below.
Place the furnace once you've finished crafting it, then place the fuel and cobblestones inside - we recommend using coal or charcoal, as both are relatively easy to obtain.
After a few seconds, the oven will transform the pavement into regular blocks of stone; once you've made all your usual stone blocks, place them back in the oven and wait.
Waiting a few more seconds will let the oven work its magic, and regular stone will then turn into smooth stone, which can then be used to craft all kinds of building blocks like stairs and slabs.
